Buyer decision notesPrepare a UAE-specific import and sourcing decision
Keep the movement, product, importer, authority, supplier, commercial and approval facts together before deposit, production or release.
Classification and taxesHow should HS classification, duties, VAT or other taxes be confirmed?
Build the request from composition, function, model, origin, intended use and actual customs movement. Ask the importer, responsible customs authority or qualified adviser to confirm the tariff item, customs value, duty, VAT and other measure. Record the source and date.
Product and document consistencyWhich product requirements and records must agree?
Reconcile the exact model, manufacturer, specification, labels, invoice, packing list, origin, conformity or registration records, transport document and customs data. Confirm whether MOIAT, TDRA or another authority owns the live product route.
Route, Incoterm and insuranceWhich handovers and responsibilities should be written down?
Record the origin, transshipment, UAE entry point, customs regime, storage or transfer leg, mainland delivery and onward movement. State the Incoterms 2020 rule and named place, then assign carriage, insurance, clearance, terminal handling, unloading and delivery.
Controlled and high-risk goodsWhich products require specialist confirmation before quotation?
Food, plants, chemicals, medicines, medical devices, cosmetics, batteries, dangerous goods, telecom equipment, vehicles and other controlled categories can follow different approval and transport routes. This list is not exhaustive. Pause until the responsible authority and qualified specialists confirm the live product.
Landed-cost recordHow should the buyer build and review the landed-cost estimate?
Use the approved product value, currency, freight, insurance, duty, VAT, conformity, clearance, terminal, storage, transfer, delivery and onward-market inputs. Label each figure quoted, estimated or confirmed, record its source and date, and test route and quantity changes.
Worked example - hypotheticalHow might a UAE distributor use this decision framework?
This is an educational example, not a client record. A Dubai distributor comparing Wi-Fi smart plugs defines the exact radio model, plug, packaging, quantity, free-zone receiving point and intended mainland sale. Its UAE advisers confirm the customs, MOIAT and TDRA routes. The buyer holds the deposit until seller identity, payee, sample and required evidence agree.
